Once water passes the covering it soaks the deck, usually chipboard, OSB or ply, which swells, softens and loses its strength. From there it reaches joists and the ceiling below, and in extensions it frequently reaches insulation that then never dries out. Ponding accelerates everything. Standing water magnifies UV damage, freezes and expands in winter and finds every weak lap.
